    CPU: Intel Core I5 2430M
    RAM: 6GB DDR3
    HDD: TOSHIBA MK5059GSXP
    LAPTOP: Positivo BGH S-655
    USB STICK: 8GB, it's fast at file transfer so it shouldn't lag so much

    Why don't you update to the newest stable & test? v70.4.39 I believe.

    I ewould definitely  recommend following Tony's advice above, and make sure to use 64bit (70.4.39) not a 32bit build.

    ,,you're running on a USB stick! Open a shell & type:

    sudo hdparm -t /dev/sdb

    ....assuming the USB is sdb

    then try it with sda assuming you have a hard drive installed & report the speeds..

    30 ... not so good

    55 ... better

    70 or higher is best

    i would love to run it directly from the computer but it will wipe Windows and i can't be sure if that lag will persist or not..

    You can re-image your USB to v70.4 as well f you want an updated image but also aren't ready to install.

    running 70.4 now, still it lags, it runs smooth but sometimes i press for example the settings icon or do something and it freezes for 2/3 seconds

    That is almost certainly because you are running off a USB. I observed the same when testing but it hasn't been an issue once installed.

    That does seem like it might be the USB causing lag - all operations that access user-data will require decryption and encryption (that's just part of the security model of Chromium OS). Even a fast USB may be much slower than a spinning disk HDD when it comes to reading and writing during encryption.

    I imagine that your settings menu loads user-profile-specific data, which would be why that causes a pause.

    USB IS Slower then a 2.5 or 3.5 HDDs

    I had at one time W10 on a USB Stick @USB 3.0 and still it acted like USB 2.0 I used RuFus with Windows GO option. Just USB isn't meant for a OS
