I appreciate your follow up.
I believe I have licked the problem and I think it was related to the army of apps I had assembled.
This was my path to solving this problem:
Settings > Advanced > Restore Settings.
End of story and problem. It erased all of my apps, but kept my bookmarks, start-up page, and search engine. And so far I have experienced no repeat of the sluggishness, popups, refreshes, crashes -- nothing -- only, in fact, an improvement, especially in speed and user experience.
I hope that this might be the answer to all out there -- Cloudready, Chrome, or Chromebook users or not.
