ChromiumOS Inactivity Delays follow quite a complex algorithm, and are baked into the operating system, rather than a feature controlled by Neverware/CloudReady.

The details are explained (in a brain-meltingly complex way) here: https://chromium.googlesource.com/chromiumos/platform2/+/master/power_manager/docs/inactivity_delays.md

There are not many options in ChromiumOS and you cannot set a time delay after which the screen will turn off or the device will go to sleep.  I have found that if you have any active windows or extensions (eg the Cog extention which monitors CPU etc), the screen never turns off, or at least will remain on for a long time - my guess is it thinks you may be looking at the screen without entering any input.  However, if you lock the screen, and walk away, the power saving does kick in and the screen does turn off.  Importantly, the Power Settings learn your behaviour, so the time delay may change depending on your activity.

I've got mine set as follows:

    While Charging: Turn Off Display

    While on Battery: Sleep

Sleep when cover is Closed: Disabled (I got frustrated with the number of times I closed the lid on my device then had to wait 10 more nanoseconds than usual to get back into an active tab...)
